Mr. McNamara chairs the firm’s national Public Law & Policy Strategies Group. He provides comprehensive strategic counseling to corporate, government, and nonprofit clients on matters that intersect business, law, policy, and politics. In addition, Mr. McNamara advises domestic and international clients on public and private funding tactics, regulatory initiatives, reform efforts, corporate social responsibility, and grassroots strategy. He works with corporations, governments, nonprofits, and multilateral institutions to develop partnering opportunities in order to advance growth and revenue priorities. He has successfully crafted and leveraged pilot projects and comprehensive initiatives yielding enhanced visibility and new market options for clients in the U.S. and abroad. In the political law arena, Mr. McNamara provides counsel on federal and state campaign finance and election law, including compliance systems, political action committee formation, and participation in electoral politics. He advises clients on federal and state lobbying disclosure including issues under the Lobbying Disclosure Act and Foreign Agents Registration Act, as well as questions presented under federal and state ethics and gift rules. He similarly draws upon his years of experience in counseling clients with complex public policy issues to assist clients confronted with Congressional investigations and other governmental inquiries, and represents clients before U.S. Senate and House of Representatives investigative committees. Mr. McNamara has extensively worked with nonprofit entities on their business, fundraising, strategic, and organizational planning needs. He is active in many pro bono representations, including as a director, general counsel, or special counsel to national and community nonprofits. Previously, Mr. McNamara served as an economist with the U.S. Department of Commerce. A graduate of Harvard Law School, he has been engaged in numerous party - and candidate-related political efforts, including roles on Presidential campaign staff.
