Ms. Ventimiglia brings a diverse and distinguished record of legislative, policy and corporate expertise to Kimbell & Associates. She comes to Kimbell & Associates from the Pharmaceutical Research & Manufacturers of America (PhRMA), where she served as Director, Policy from February 2002 to March 2004. During her tenure at PhRMA, Ms. Ventimiglia played a pivotal role in developing the association's policy and legislative agenda on some of the most important domestic policy issues, including Medicare prescription drugs, Medicaid, private sector health care, and some FDA-related issues. During her tenure at PhRMA, Ms. Ventimiglia developed policy to support passage of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003. In particular, she crafted policies on patient access issues, including formulary development, pharmacy and therapeutics committees, and grievance and appeal rights. Additionally, Ms. Ventimiglia served as the primary analyst handling all Medicaid issues, including the interaction between the Medicare and Medicaid programs. Ms. Ventimiglia previously worked on Medicaid and pharmaceutical issues at the National Governors Association (NGA) from 1999 to 2002. While at NGA, Ms. Ventimiglia worked directly with Governors and their policy advisors to implement state pharmaceutical assistance programs and to devise Medicaid pharmaceutical benefits. At NGA, Ms. Ventimiglia wrote several issue briefs on state pharmacy programs, organized educational conferences for Governors policy advisors, and testified on behalf of NGA before state legislative committees. Prior to NGA, she held legislative positions in the offices of both U.S. Senator Olympia J. Snowe (R-ME) and U.S. Congressman Elton Gallegly (R-CA).
