Based in Washington, DC, Senior Vice President Gary Rahl leads Booz Allen Hamilton’s energy business. For both public sector and commercial clients, Mr. Rahl has led and participated in the design and implementation of energy technology development programs, enterprise-wide energy strategies, and environmental management systems; and helped clients implement environmental regulation and develop enterprise information management systems. Mr. Rahl leads the firm’s comprehensive support to the Department of Energy’s (DOE’s) Advanced Research Project Agency–Energy (ARPA-E), through which Booz Allen helps DOE identify and fund high-potential next-generation energy technologies. He also leads the firm’s Energy Sector Planning and Analysis support to the National Energy Technology Laboratory, and works with the Office of Energy Efficiency and Renewable Energy to support a self-sustaining market for energy retrofit of buildings. In the course of his career, Mr. Rahl has successfully led the firm’s environmental consulting business with the US Navy, Department of Defense (DoD), and Environmental Protection Agency (EPA). He has also worked with several non-governmental organizations to help them meet their strategic goals. His high-impact client engagements at Booz Allen include: Analyzing energy efficiency, energy technology, carbon management, water, facilities, smart growth/transit-oriented development, and materials flows for the New York Metropolitan Transportation Authority’s (MTA) Blue Ribbon Commission on Sustainability. Developing new certification model and other organizational capacity improvements for the US Green Building Council (USGBC) to help the organization address 20 percent monthly growth in demand; he also served as trusted advisor to USGBC leadership. Spearheading a strategic risk management program for water assets of a global consumer products company. Leading multiple strategic simulations for electric utilities to test technology investment strategies under future carbon regulation. Conducting a nationwide renewable energy technology analysis at US Air Force bases, and designing a program to finance and implement utility-grade distributed generation systems. Developing Uniform National Discharge Standards for US armed forces vessels (joint US Navy/EPA effort). Authoring Environmental Impact Statements for new air carrier runways at two major US airports and for major capital projects in the DoD. Mr. Rahl is also a member of the firm’s Sustainability Steering Committee, which created and manages Booz Allen’s sustainability program. He has spoken and written extensively on important energy and sustainability topics; most recently, he co-authored: Breaking the Energy Efficiency Deadlock,” describing an innovative energy efficiency financing approach to unlock the energy efficiency improvement potential in buildings. Miles to Go Before They’re Green,” outlining a performance-based approach to reducing greenhouse gas emissions from regional transportation networks; the approach was developed in collaboration with a major national non-governmental organization. Building a Business Ecosystem for Energy Efficiency: Turning Savings Into Value,” setting a strategic agenda in which new and innovative public-private partnerships can help realize the true potential of a market that so far has not been able to sustain its growth. Mr. Rahl joined the firm after serving as a US Navy officer at Naval Nuclear Propulsion program headquarters. There, he led the development of guidance for integration of environmental, safety, and occupational health considerations into major weapons system design and acquisition programs at the Naval Sea Systems Command (NAVSEA). Mr. Rahl earned two B.S. degrees in aeronautics and astronautics and humanities from the Massachusetts Institute of Technology and an M.P.P. degree from the Kennedy School of Government at Harvard University.
