Vicki Divoll

Vicki Divoll is the former General Counsel (2001-2003) and Minority Counsel (2000-2001) for the Senate Select Committee on Intelligence. She was responsible for developing policy, drafting and negotiating Title IX of the USA-PATRIOT Act, "Improved Intelligence." Divoll also developed policy and drafted the public law provisions in the Senate Intelligence Authorization Bills for Fiscal Years 2002 and 2003. These included amendments to the National Security Act of 1947 and the Foreign Intelligence Surveillance Act of 1978. In the committee Divoll also had oversight responsibilities including operational and policy issues related to international terrorism, covert action, counterintelligence and electronic surveillance. From 1995-2000 Divoll was Assistant General Counsel for the Central Intelligence Agency. During her time at CIA she served as deputy legal advisor to the Counterterrorist Center in the agency's Directorate of Operations. Her guidance included issues related to overseas covert operations, criminal law, human rights, and interaction among US intelligence agencies and law enforcement. Divoll also worked closely with federal prosecutors on terrorism prosecutions involving al Qaeda and Usama bin Laden.
