Notes On November 13, 2019, newly sworn-in Acting Secretary of Homeland Security Chad Wolf named Cuccinelli to be the Senior Official Performing the Duties of the Deputy Secretary of Homeland Security.[80][81][82] Cuccinelli continued to serve concurrently in the acting USCIS director role.[79] His appointment as Acting USCIS Director by the Donald Trump administration was ruled unlawful by U.S. District Judge Randolph Moss in March 2020, who found it to be in violation of the Federal Vacancies Reform Act of 1998. Later that year, the Government Accountability Office ruled his appointment as the acting Deputy Secretary illegal, as well. A top official in President Donald Trump’s Homeland Security Department who’s also a member of the White House task force on the coronavirus outbreak struggled to find a map showing the spread of the disease on Monday. So he appealed to Twitter for help.
